Does white out remove text from a PDF?
Usually not. A white box drawn over a PDF hides the words from view, but in almost every PDF tool the original text is still in the file underneath, where it can be searched, selected and copied. That is fine for fixing a typo. It is not fine for a bank number, a name or anything you are legally meant to withhold.

Why the text survives
A PDF page is built in layers. The text you see is stored as real characters, positioned on the page, and most editing tools add anything new (highlights, notes, shapes, white boxes) as separate objects drawn on top. Covering a word changes what the page looks like. It does not touch the characters stored underneath.
So a whited-out PDF can still give the text up in several ordinary ways: a search for the word finds it, select-all and paste reveals it, a screen reader reads it aloud, and a copy-and-paste into an email carries it along. If the box is a separate annotation, it can also simply be clicked and deleted.
How to test your own PDF
Do this on the exported file, the one you are about to send, not the one you edited:

Search for a covered word
Press Ctrl+F (Cmd+F on a Mac) and type a word you whited out. If the viewer finds it, the text is still in the file.

Select all and paste
Press Ctrl+A then Ctrl+C (Cmd on a Mac) and paste into a plain text editor. Look for the covered words in what comes out.

Click the white box
If it highlights, moves or can be deleted, it is an annotation on top of the page, not part of it.
If any of the three gives the content away, treat the PDF as unredacted.

In peadf, the first is the white out tool: a Rectangle filled to match the paper, or a Cover, which the side panel labels plainly as leaving the text in the file. The second is removing text from a PDF: click the line with Select and delete the words. The third is Redact: drag a box over the content, and on export the page is rebuilt as an image from the original, so nothing under the box can be selected, searched or copied.
The trade-off with real redaction
Rebuilding a page as an image is what makes redaction safe, and it has a cost: that whole page stops having selectable text, not just the redacted part. Other pages in the document are not affected. For most documents that is the right trade, but if you need the rest of the page to stay searchable, split the PDF so the sensitive page is a file of its own, redact that one, and put the parts back together in order with merge PDF.
One more thing a redaction tool cannot do for you: decide what counts as sensitive. Check headers, footers, page numbers and attachments for the same details, and remember that information can be repeated in places you did not cover.
Questions people ask
Does whiting out a PDF in Adobe Acrobat remove the text?
A white rectangle or comment does not. Acrobat has a separate Redact tool in its paid version that removes content, and Acrobat asks you to apply redactions before they take effect. Covering with a shape is not the same thing.
If I print the PDF and scan it back, is the text gone?
Yes, the covered text is gone from the scan, because the new file is only a picture of the printed page. But so is every other piece of searchable text, the quality drops, and it is slow. Real redaction gets the same result for the sensitive page only.
Is flattening a PDF the same as redacting it?
Not necessarily. Flattening merges annotations and form fields into the page so they cannot be edited separately, but depending on the tool, the original text underneath can still be in the file. Run the search and paste test above to be sure.
