It is saved permanently into the PDF. The rotation is written into the file itself, so every viewer opens it at the new orientation.
Does it rotate every page or just one?
This tool rotates all pages by the same amount. If you need to rotate individual pages by different amounts, use the Organize PDF tool instead.
