Is the redacted text really gone, or just covered?

Really gone. With Redact switched on, the page is rebuilt without the original content, so the text cannot be selected, copied or recovered from the file. A plain cover (without Redact) only hides it visually, and the editor tells you the difference.

Is redacting in the browser safe for sensitive documents?

The document never leaves your device: rendering, redaction and export all run locally in your browser. There is no upload and no server-side copy.
